Although porn is fantasy, there are real guys in front of the camera. I try to provide the safest possible work environment for them, therefore I produce condom videos. I require AIM testing because accidents happen and condoms occasionally break.
Although some bareback sites require AIM testing, and sero-sort their actors, there is still a risk of STD transmission. Generally, it takes 5-10 days to get AIM results. If an actor is AIM tested two weeks prior to his shoot, and has unprotected sex and becomes infected between the test date and his shoot date, even if his AIM results are negative he could still infect his scene partner(s).
There is always a risk when having sex. By requiring condoms and AIM testing on set that risk is reduced as much as possible.

Correct. I cannot control what another person does, has done, or will do. It's simply impossible.
In a perfect world I would book guys who have only performed in condom videos. That is not realistic. Some actors have bareback pasts but now only do condom videos. Others only do condom videos, and at some point in the future may decide to perform raw. Others jump back and forth between condom and bareback videos.
If I had to remove all videos in which guys do or have done bareback, the number of videos on my site would dwindle.
The way I approach it is that I will provide the safest working environment possible for my guys by requiring condoms and AIM testing.
